Allow overriding ImagePullPolicy for "oc adm must-gather"

Would it be feasible to change the default behavior of PullIfNotPresent to PullAlways? Otherwise, add a command line flag that would override the default? I'm willing to work on the pull request. :)

We can't change the default behavior. Because this would be an extra burden for CI systems that rely on must-gather for inspection.
Additionally, we are very reluctant to introduce a new flag for every possible use case to preserve the usability, unless we have to. With respect to this particular case, it looks like a nice to have.
