Job Board: Easy Fix: Host Bootstrap.js locally instead of using jsdelivr

Description: We host the other used javascript libraries locally. A recent commit introduced a needed js library, but links to it at jsdelivr instead of using a locally hosted version.

Possible Solution: Check in the minified library locally and link to it instead of to the version hosted at jsdelivr.
