Submetagraph for one subnet

If subnet owners adapt the sub-subnets and enable many sub-subnets on their subnets, we will have up to 128*8 items returned by get_all_submetagraphs. It makes sense to have a method that returns submetagraph for only one netuid, but all sub_ids.
