Make a linter for PowerShell based Actions

Run PSScriptAnalyzer
Lint the setup of the action:

Should use ${{ github.action_path }} in the action.yml file
Should not use $env:GITHUB_ACTION_PATH as this changes between different actions and causes issues in nested actions, i.e., GitHub-Script -> Build-PSModule -> Process-PSModule.
