🚀[Feature] Create automation that creates an issue in a repo when the code contains a set of #TAGs

Requirements:

• Should only work on code in default branch.
• Should only maintain one issue for each tag regardless of it changing location or details on the issue.
• Should define a "structure" for the tags on how it is registered as an issue. i.e. tag types (see below), how to specify description.
• Issue description should be prefixed with icon based on the tag used. i.e. #BUG: <Title> -> 🪲[Bug]: <Title>.
• Issue should also be labeled based on tag used.
• The issue could contain a link to the lines of code with a quote section from the file.
• The issue should be closed if the tag is removed in a PR.

Tags could be same as from 'todo tree' vscode extension:

• #BUG
• #HACK
• #FIXME
• #TODO
• #DEBUG
