RFC Approve minor documentation changes with single level of approval

We are currently in a period of flux with PURL documentation to restructure it to cover both the Ecma standard and the broader specification and organize it for deployment on the packageurl.org website.

This RFC proposes that documentation changes to fix formatting. grammar or diction errors, typos, etc. should only require one approval - i.e., allow "Bypass rules and merge" with one approval. Any change to substantive specification documentation - e.g. character-encoding should require the standard two approvals.
