Consider adding a separate 'small checksum' KAT test for embedded devices / slow emulation

Consider adding two levels of KATs, akin to 'checksumbig' and 'checksumsmall' as in SUPERCOP, so that on slow-running platforms we can use the small KATs. At the moment, NTESTS is fixed in gen_KAT.c.
