Contain a Layer with 1920x1080 dimension within visible builder area.

Describe the bug
If we create a layer with higher dimensions like 1920x1080 it does not contain within the builder area. Is it possible to restrict it within the visible builder area

To Reproduce
Steps to reproduce the behavior:

1. Go to demo
2. Select outermost layer
3. Select dimensions to be 1920px width and 1080px height
4. See that the builder area scrolls below left panel

Expected behavior
The builder area should contain the complete area
