Add CONTIRBUTING file #39
Description
We should add CONTRIBUTING file into the root of the repository so it would be easier for people to understand the process without going to read documentation page.
Additional reason is that Github is "supporting" this file when making a Pull Request: https://github.com/blog/1184-contributing-guidelines
