`/summarize-reports <user-id>`

We now track reports in a database, as well as what thread ID is associated with them. MVP of this feature could be to reply with a link to the thread + a brief overview of what they've been reported for. Could also be a user context command.

If there's discussion in a user thread, we could pipe it to an AI service to summarize it as well. Could be useful for long-lived behavioral questions.
