add command for contribution to React codebase

We should create a command explaining the difficulties to contribute to React codebase. Advise alternatives to which open source projects would be better to contribute e.g tanstack, Preact, etc. For some ideas, we can go over Mark's comments on it, or ask them ourselves.

Acceptance criteria:

• New command created e.g !contribution which explains difficulties contributing and suggests alternatives.

What do you think? Note, I can't do a PR as I am still awaiting for another PR I made to be pulled. Making a new one will result in multiple changes instead of a single feature.
