Upgrade CometBFT #585
Description
V1.0 of CometBFT released recently. We are currently running a pre-1.0 version of CometBFT. We should upgrade the CometBFT version we are using so that we're on an actual stable and supported release version, and so that we can take advantage of new features such as Proposer Based Timestamps (https://docs.cometbft.com/v1.0/explanation/core/proposer-based-timestamps)
