How to display horizontal and vertical scroll bars correctly

If the diff result overflows its outer container, I want both vertical and horizontal scrolling to be enabled. However, the horizontal scrollbar is hidden unless I scroll all the way to the bottom. How can I configure it so that both the horizontal and vertical scrollbars appear correctly, without layout issues?
