Github App setup for only targeting terraform repos

I would like to see if I can get some help with this since has been on my mind in how to improve this.

Issue: We are observing our Rate Limiting and it came to our attention that if we are to have the Github App at the organization level, ALL repos will be hitting the Github App for Atlantis and give error of rate limiting.

Solution: Rather than have ALL repos on the Github App, we now add terraform repos manually on the Github App which works but is tiresome.

Based on the process, if a repo of tf-* or terraform-* is created in Github. How can I add them automatically without manual intervention to the Github App that connects to Atlantis?
