Migrate LCM CDash site to my.cdash.org + CEE-owned CDash site on SRN

Per guidance from @wadeburgess , the current SON LCM CDash site (https://sems-cdash-son.sandia.gov/cdash/index.php?project=Albany_LCM) will go away soon. We need to migrate the nightly tests to my.cdash.org (for the SON machines) and a newly-created CEE CDash site on the SRN. I will work on getting the second site created and migrating the tests, with help from @lxmota .
