CI: only type-check and stubtest if needed

Stubtest is only needed when there are changes to `scipy-stubs/**/*.pyi`, `.mypyignore`, `uv.lock` or `pyproject.toml`. The type-checkers should also be run if there are changes to a `*.py` or `*.pyi` in general.
