verify behavior is not consistent with `sigstore-go`

**Description**

When using `verify` from `import { verify } from 'sigstore'` I noticed that the return value was not consistent with the `sigstore-go` implementation consumed in `cosign verify-blob`

- **Expected:** `Signer`
- **Actual:** `undefined`
