Create a more robust cli tool

It'd be great to have more interactive and "safe" CLI tooling for this project.  For instance:

1. Populating configuration settings
2. Reminding the user what to do manually
3. Allowing specification of { whatever }
4. Keeping track of what has been run already and not re-running (without being explicitly told to)
