After PR #778 the cookbook requires Chef 18, but the documentation is not updated

After PR #778 the cookbook requires Chef 18+, but the README.md file states Chef 16+ .

Chef 17 comes with ruby 3.0 and the keyboard argument commission comes with ruby 3.1 which is

Thanks for pointing this out. I completely missed that Ruby syntax missing out of 3.0

We only support n-1 but in reality we only test on the latest major.

Updating metadata and the readme to fix this 👍
