[FEATURE] add an --exclude option

Feature Description

spacectl stack local-preview which I can see has a --target option but it would be awesome if it could also have a --exclude option

This would be useful when trying to work through fixes for for_each errors where items aren't known until after apply

Unfortunately this would only for for OpenTofu, but it is doable. Seems to be included since version 1.9
