Standalone Report - Who saves when switching to HP, and why?

The issues raised and explored in R2-10 are sufficiently nuanced to require their own standalone report. This issue will exists to track a new branch that will hold that report (hp_who_saves).

Why

We want a separate report that clearly explains which types of houses save when switching to heat pumps, and why, starting from first principles. This is about fundamental understanding of the factors that influence heat pump operating costs, rather than understanding the impacts of policy adoption or technical deployment in particular state.

Deliverables

• A standalone report describes the factors that influence heat pump operating costs. This should be rigorous and general to apply to any state, but approachable for a general audience.
