Allow user to bring their own azure translation service key

- update user settings to allow a user to enter their own azure translation service key
- create a new control on the dashboard page to allow the user to enable or disable translations 
- if a user has provided their own key, don't not require bits transaction to translate text.
- ensure translation requests are using user provided key
