Tools: CTL: Add high-pass IIR equalizer blobs with gain

This patch adds for use with sof-ctl blobs those set up the
IIR equalizer component to apply 40 Hz high-pass filtering
with gains of +20/+30/+40 dB.

The blobs are useful for testing how much the pre-processing
for microphone should apply gain for suitable recording level.
