Adding user notes from removal reasons

No idea how this would work, just opening this because I feel like it was discussed before but can't find the discussion. Probably would want to associate removal reasons with their own user notes? Alternatively, maybe we say this should be a feature of mod macros (is it already even)? I can't think rn don't mind me
