Make the TAB consistently go to "Text Filters"

Is your feature request related to a problem? Please describe.

The TAB shortcut remembers the last tab selected (Files / Text Filters) making it really confusing/interrupting the workflow when jumping in and out of filters after forgetting what was the last used tab.

Using a different key (ESC) to dismiss the filters window doesn't help here at all.

It's also not very obvious how to switch between the tabs.

Describe the solution you'd like

I would like the TAB shortcut to always start on Text Filters

• double TAB could still go to Files,
• triple TAB could dismiss the window completely (to be honest even second TAB could do that as I rarely use Files)

Describe alternatives you've considered

1. a separate, well-known shortcut to visit Text Filters directly
2. a regular (SHIFT-less) f / t shortcuts would work here too while the panel is open.
