[Feature]: forced argument type during arg parse #42

Prerequisites
- I have tried updating UtilsRL to the newest version.
- I have checked both open and closed issues but found nothing related to my request.

What I am expecting
We hope to force the type of CLI args, by defining its type in the config file. For example, if the config file is a .py file, we can designate the type via type-hint.
