SPICE/Spectre include renaming API

We need to be able parse subcircuit names from model files and other raw includes (specifically for Spectre and SPICE files) so that we can fix name conflicts.

We also need to figure out when renaming of instances occurs (i.e. is it the Spectre plugin's responsibility to check included subcircuits during netlisting?).
