Modelling Generic Locations/Places (e.g. Airport, School)

Places or locations such as Airport, School, Home, or Work are subjects of assessment criterias e.g. for GDPR DPIA or relevant in description of high-risk AI systems according to AI Act Annex III. #209 resulted in adding public/private taxonomy to DPV, and #341 for PD and #342 for TECH represent ongoing work to add locations within existing extensions for when they are personal data or technologies respectively. However, this still leaves concepts such as Airport which do not have a clear place within these. Therefore, we must:

1. Discuss whether these are in scope of DPV (seems yes if they are relevant to risk/impact assessments)
2. Discuss how to model them, especially when there is an overlap between these and existing concepts such as Organisation
3. Discuss where to place them, e.g. in LOC or within LOC as LOC-Places or elsewhere

In v2.2, we added Public/Private places which is the terms used in law. However, there are additional considerations such as how to represent an Airport or School within a scenario/use-case i.e. a more granular and accurate description. Therefore, we are discussing whether to provide such a taxonomy of commonly used places to assist stakeholders in information representation.

     pro: single Location extension
     con: will "pollute" current standardised terms from ISO
  2. Separate extension outside Location --
     pro: n/a
     con: will increase extension count without benefit
  3. Separate extension within location e.g. /loc/places
     pro: keeps locations within location namespace
     con: separation of locations
  4. Put concepts where most relevant (we already agreed to put concepts in PD and TECH, so do the same for SECTOR concepts e.g. transport goes in Infra, School and Uni go in Education). The only remaining concept that doesn't fit here is "place of worship", but that can be put in a relevant extension or within DPV itself. LOC can then provide a consolidated view of these concepts present in other extensions.
