Report links to obsolete specs #243
Description
Obsolete specs could be detected by:
- looking for discontinued stats for W3C TRs
- checking RFC links for RFCs that have been obsoleted
- identifying links to WICG URLs that are no longer in https://github.com/WICG/admin/blob/gh-pages/biblio.json
