naming of hints is confusing

This was confusing terminology to me. "User-agent Hints" sounds very similar to "client hints", but is actually rather the opposite. These are hints from the relying party to the user agent. @timcappalli suggested that elsewhere it's named "RP Hints".

The feature name (RP Hints) is what we use to generally talk about it. The enum in the spec is locally specific to WebAuthn and PublicKeyCredential. I don't think we should make any chances to the spec.

There has been no reported developer confusion to date.

Why is this a privacy concern?
