C64 Keyboard Adapter CAPS LOCK switch.

So i built 3 of these adapters and they work great both with old breadbin keyboard and newer c64c one.
the only thing that does not seem to work as intended is the toggle switch.
when on PWR the LED is always on, but in Caps lock position it does nothing.
perhaps i missu0nderstand its function? its supposed to light up when caps lock " shift lock" is on?

all three adapters i built behave same way, but everything else works fine.
