[TSC]: Create a joint tooling group for all build tools in the ecosystem

This is a long term goal, but ideally we could have a collection of JS tooling projects come together in some way, either through a conference or shared iniatives.

My initial group of projects:

1. webpack
2. Vite / Voidzero
3. Biome
4. Rspack
5. Browserify
6. Gulp
7. Esbuild
