403 errors when updating 0.11.3 to 0.13.0

I am getting 403 errors in dependabot PRs that update this action.
Is there some new permission that I need to set?

@kuhnroyal thanks for posing the issue.

It looks like you hit GitHub API rate-limit. From action-setup-kube-tools v0.13.0, the action internally uses the GitHub API to obtain the latest version. If the latest version is retrieved via the GitHub API multiple times within a certain period, the rate limit will be reached. According to the documentation is 60 requests/hour:

The rate limit for unauthenticated requests is 60 requests per hour.

I will consider a solution to fix for next version. But for now, please specify a specific version instead of specifying "latest" (Or if you don't specify any version, it defaults to latest) as follows:
