For agentic runs, we want to raise issues only for dependencies touched by the user in the changeset. This helps us achieve that.

For agentic runs, we want to raise issues only for modified dependencies in a changeset, and then only for dependencies touched by the user in those modified targets.
DependenciesChanged field would be discovered along with repo's modified targets using the
TargetFinderAgent.marvin-sca would then use this list of changed dependencies and targets to do a diff scanning.
