[Fabric] iOS - Stretched border animations between screen transitions

Details

Due to the new architecture PR being merged:

• Enable Fabric and TurboModules on iOS & Android #13767

The following issue occured which was also reported in react-native issues:

• Rendering issue of components with border style - components appear stretched while rendering a new screen facebook/react-native#42604

This PR adds a patch that solves this issue, the patch was discussed in detail within this #expensify-open-source Slack 🧵 and the consensus was that we can apply the patch until we bump react-native to v0.74 since this might've been fixed by this react-native v0.74 (commit) and we're working at Updating to v0.74 in this open PR #37374 which might take a while because of recent [Fabric] related bugs (see Slack 🧵), but once upgraded, hopefully the issue will be fixed and the patch can be removed.

Caution

This patch fix is iOS:Native specific, there won't be any observable changes on any of the other platforms.

Steps for reviewer to test the patch:

1. Chekout this PR branch.
2. Run npm ci to perform a clean install.
3. Rebuild the iOS: Native app.
4. Test the fix using below steps.

1. Go to Workspace > Workflows.
2. Tap on "Connect bank account".
3. Select "Connect manually" and enter the testing credentials for routing and account numbers, then confirm.
4. Verify that when "Personal info" page is displayed, there's no random or inconsistent stretched border animation on the "Legal first name" field or the steps numbers at the top of the page.
5. Fill the form and continue.
6. Verify that when the Date of birth page is displayed, there's no random or inconsistent stretched border animation displayed on the calendar.
7. Select a date and continue.
8. Verify that when the SSN page is displayed, there's no random or inconsistent stretched border animation displayed on the SSN field.
9. Tap on the back arrow until you reach the First and Last name page.
10. Once more, tap on the back arrow, make sure to verify that when going to previous step (routing and account numbers), there's no random or inconsistent stretched border animation displayed on the step numbers at the top of the page.
