ci: CI shortened queue time

In order to avoid long CI build when work-in-progress,

• discard CI launch if semantics is ok but PR in draft mode
• skip the GEOS-integration CI even if required as long as the flag test-geos-integration is not set
• add a force-geos-ci flag to force it

to test new CI check:

• draft clause should fail and not build nor CI-integration-GEOS (ci #636)
• untouched protected part and not labeled should pass (ci #637)
• modified protected and not labeld should fail (ci #640)
• modified protected with label should pass (ci #641 *)
• untouched protected part and force labeled should pass (ci #643)

*canceled by another push to but passed teh dispatch as expected
