release/2.0: Yet another Parallelworks update for site navy-aws

Description

ParallelWorks removed the gcc@13.3.1 compiler that was previously installed as part of the OS as a scl toolset without notifying us. This PR adds a README.md for the navy-aws tier-1 site that describes how to install the compilers and MPI libraries needed for spack-stack-2.0.0, and updates the site config accordingly.
