wasmtime downloading support

The PR is draft because:

• dev version of wasmtime is used as nor v25 nor v26 supports GC
• EH proposal is not yet implemented and so those lines should be uncommented before running tasks
• test task will fail because of some internal issues in wasmtime (Implement the WebAssembly GC Proposal bytecodealliance/wasmtime#5032 (comment))
• tested on Mac only

Wasmtime 37+ supports both GC and EH proposals, also since Kotlin 2.3.0-Beta2, new EH will be the default for wasm-wasi target.
