chore: Silence Yarn peer dependency warnings

I set out to fix our peer dependency warnings, but ended up silencing then. This is not great for a permanent state of affairs, however I'm curious if it will cause Dependabot to work.

Also adds a missing dev dependency to kernel-ui.

• Tooling config: Suppresses Yarn warnings (YN0060, YN0086) via .yarnrc.yml; normalizes plugin spec quoting.
• kernel-ui: Adds @testing-library/dom as a devDependency and ignores it in depcheck (.depcheckrc.yml).
• Lockfile: Updates yarn.lock to include @testing-library/dom and related transitive deps.
