Bug fixes for 1.21.1

• Move to ModdevGradle plugin
• Fix broken moving block rendering. Issues still remain for part-based blocks being invisible during movement.
• Fix gui not opening for some blocks such as battery box (Fixes [Bug] No Battery Box GUI #1968)
• Fix moving structures not properly saving after moving across chunk boundaries (Fixes [Bug] Standard Inchworm Drive is torn in half after moving, exiting and reloading level #1907)
• Significantly reduce volume of pneumatic tube sound effects (80% base reduction, plus additional random 0-30% reduction applied per effect) ([Bug] Pneumatic tube sound plays upon loading #1969)
• Migrate to NeoForge config system. Provides in-game configuration editing, translations, etc.
• Point update checker link to Modrinth's update json API
