What does this PR do ?
Cherry-pick these PRs to enable numpy 2.0 for ASR:
Also, we need to pin lhotse to 1.31.1. A newer version was released and tests are failing on the release branch. They pass in main branch because of some additional changes that are on main only. We do not want to cherry-pick those changes to the release branch.
