On Windows 11 I observe the window scaling goes away when the window is moved. Also it wasn't being set on start-up correctly.
Handles 1, 2, 4 and 8 bpp. Performance is terrible.

Now supports 1, 2, 4 and 4 bit per pixel Chunky video modes.
Also fixes a bug (observed on Windows 11) where moving the window would cancel the scaling factor, so the scaling never worked. Now it does work.
