Current Behavior

Items in the timeline are fixed.

New Behavior

If a piece has a userEditOperation of type UserEditingType.SOFIE and id DefaultUserOperationsTypes.RETIME_PIECE and editing is enabled, you can drag it around the timeline.

This is a rebase of bbc#35 to the upstream release 53 with an extra commit to get better errors when a bad blueprint upload happens.
