Adding back supervisor reread handler
When adding/dropping/updating program conf's in {{ supervisor_incdir }}, you seldom need to bounce the entire supervisor instance to read the new settings. In fact, bouncing the supervisor instance will cause ALL managed processes to restart as well. What I would really want to do is have supervisor re-read the configs and relaunch only the affected processes.
