Service Hours Board Orders

This PR's purpose is to fully clarify and describe the Service Hours Requirement on actives.

A couple of initial thoughts:

• This could probably be restructured into bullet points instead of a paragraph.
• There should be a provision explicitly barring members lacking service hours (and not having paid the assessed fee) from attending the event as a +1.
• The $10/hour donation should be referred to as a fee, to be collected by the Fraternity. The Fraternity would then then set aside the money and handle the donation to the approved charity (speaking of that, we probably want a separate order with requirements for charities that we donate to?)
• Use "event" instead of "party". IMO its a better way to refer to (semi-)formal.
• Is "current members" the colloquial way of referring to actives?

I'm not sure that this falls within the scope of the Board's authority.

If it doesn't, it needs to be an amendment to the Bylaws. If it does, then no General vote should take place, except for an explicit straw poll.
