Integrate TiraLib into the code

This pull request includes significant code cleanup and refactoring across multiple files in the agent, env_api, and config directories. The most important changes include the removal of several functions and classes that were deemed unnecessary, as well as minor code improvements for clarity and correctness.

Code cleanup and refactoring:

• agent/graph_utils.py: Removed the iterators_to_vectors, comps_to_vectors, build_graph, and several apply_* functions that were no longer needed. [1] [2]
• env_api/core/models/tiramisu_program.py: Entire TiramisuProgram class and its methods were removed, indicating a significant refactor or deprecation of this model.
• env_api/core/services/tiramisu_service.py: Removed the TiramisuService class and its methods, suggesting a shift in how Tiramisu programs are managed.
• env_api/data/data_service.py: Removed the DataSetService class and its methods, indicating changes in how datasets are handled.
• env_api/scheduler/models/action.py: Removed multiple action classes (Action, AffineAction, Reversal, Interchange, Skewing, Parallelization, Unrolling, Tiling, Fusion), suggesting a major overhaul of the scheduling model.
• env_api/scheduler/models/branch.py: Removed the Branch class, which was previously used for managing branches in scheduling.

Minor improvements:

• agent/policy_value_nn.py: Corrected conditional checks to use is not None for better clarity and correctness.
• config/config.py: Added a new configuration path tiralib_config_path to the AutoSchedulerConfig class.
