I took a crack at a rough meson implementation, so far I only focused on making it work for CS2 on Linux.
It compiles and at least seems to load just fine in game.
For SDK configuration best I could come up with is integrating meson into the hl2sdk cs2 branch, so I also replaced the build system for the static libs included in the SDK. https://github.com/PeakKS/hl2sdk/tree/cs2
