Issue #22 - Broken multi-region deployment

Description of changes:

• Adds ACCOUNT_IDS as an environment variable to the secondary region lambda.
• Fixes Lambda IAM role to allow secondary region read/write access to the global dynamodb table.
• Adds double quotes to the secondary lambda environment variables. Variables values default to true/false if unquoted.
