`distutils` was removed from Python 3.12. Its use can be replaced with `packaging`

Python distutils was removed from version 3.12. As reported by garbear the use of
LooseVersioncan be replaced withpackaging.Unfortunately there is no
script.module.packagingKodi addon, so I copied it in as advised on the Kodi Wiki.
