Ref: containers/buildah#5988

Having this test in the AIO build is merely a convenience, as it will
exercise both buildah and podman packages as they appear in their
respective purpose-built images.

Note: The tests are run after the images are pushed to quay. It would
be more ideal to run them prior, but this is left as an exerise to a
future maintainer.

Also update CI VM images to F41.

As predicted, this new test hits the issue in containers/buildah#5988

Note: Since it's using the released buildah from Fedora, this test won't pass until a new buildah release happens.

Status update: waiting for containers/buildah#6126 to merge and make it into Fedora.

@cevich If you happen to have some spare time all normal image builds here a re broken for a few weeks I think, i.e.
https://cirrus-ci.com/build/5097170644238336 so I am not sure we can publish any images currently anyway.
If you don't have time to work on it that is fine as well
